To avoid the AI walking into the water here is what you have to do:
Add an AINavigationModifier with NavType Water. Have a look at the
AINavigationModifier in the Island level called Boat_Navigation to get
an idea how to place it. When you generate navigation forbidden areas
will automatically be generated for the shores within this
No need to place ForbiddenAreas manually.
